The easiest way to fix this is (On Power 5 machines) is to remove the
FSP, switch the reset switch, replug the FSP, and everything should be
back to MDC. In MDC, all hardware belongs to the single LPAR. If the
LPAR is configured for LAN console, everything should be up and
running in no time.

I had to do this a few times, because IBM shipped us 5 systems that
proudly displayed "HMC=0" right after unpacking, and weren't in MDC
anymore.
