Anybody know if a 520, partitioned into 2 partitions, can be operated

If it's already partitioned, yes, to some extent. You can wait till
both partitions are powered down (should be able to see this from the
lights on the PCI-E slots). Then use ASMI to shutdown the hardware, if
it isn't configured to shut down automatically.

You can also configure both partitions for Autostart and to use LAN
console instead of the HMC console, and you'll be able to access the
console without a HMC.

You wouldn't
be able to individually restart a partition, or do any config changes, but
it could be done, I think.

You can individually restart partitions with a simple pwrdwnsys *YES and such.

I know, why would you want to? ÂWell, if it breaks (as in hardware failure),
it would be nice to know you could still use the iSeries while waiting for a
replacement.

Yeah, of course. The LPARs don't care much about the HMC being down.
