Output queue processing and spool file processing in general suffer from an
outdated design that can't really scale well.
I recommend you google Rodney Johnson and any of your issue's keywords (like
WRKOUTQ OUTPUT(*PRINT) and like). He's an IBMer that works (worked?) in that
group and seemed extremely knowledgeable about the spool file and output
queue design internals. Plus, he was willing to share the information with
the 'rest of the world', which is rare for lab guys.

10,000 spoolfiles are in this queue.

Run from the command line = 2+ minutes.
Run again immediately, = 3 seconds
Run again 5 minutes later = 3 seconds
