Working as designed and documented. The caller of the QSYGETPH API
must have sufficient authority to the target user profile. If neither
the program user nor the program owner (presuming the poorly named
USRPRF(*OWNER) is in effect) have sufficient authority then the call
to QSYGETPH will fail.

The caller of QSYGETPH is DUMMY (who has insufficient authority).
Adopted authority is in effect through program #PFM, which is owned by
PANTHEON. User PANTHEON has *USE authority to *USRPRF object PANTHEON.
That should be sufficient.

Show me the call sequence including program owner and program USRPRF and USEADPAUT values for each program in the sequence.
