Do I have to load the licensed programs again? Or is this just the LIC
that gets installed?

Just the LIC. This should allow you to IPL again in B mode. No real
need to reinstall the OS - try reinstalling the LIC, IPLing in B mode.
If it doesn't, reinstall the OS. Still - no licensed programs will
need to be installed.

I haven't done this before. ÂMost of my experience is with scratch
installs so I know the amount of work that needs to be done in that
case. ÂI just want to install only what I need to install to get this
guy back on his legs (if I can).

Basically, an IBM i OS installs consists of three parts:

The LIC, which is on the I_BASE_01 CD
The main OS, which is on B2939_01, B2939_02 (2939 is the language
code, probably 2924 for you) - extensions are on B29MM_01, B29MM02,
which need to installed as part of the license program installation.
The licensed programs (D2939_*, F2939_*, L2939_*)

With V6R1 DVD delivery, the B/D/F/L media have been merged into the B media set.
