Is your LIC broken? If so, you may need to IPL from DVD to reinstall
the LIC. It really depends on the SRC you get.
If this is just a testing machine, i'd just go and reinstall the LIC.

1. Can I re-load the OS without hammering my data?
Of course.
2. If I don't lose my data, what do I lose by re-installing the OS?
PTFs have to be reinstalled. I've done this a few times, but some
system components sometimes gave my trouble afterwards - mostly ESA or
the admin webserver.
