If you are looking for a free Windows FTP client, BlueZone Secure FTP is free for personal, commercial, and government use. You can download it and use it without registering at www.bluezonesoftware.com. It supports PASV and also supports connecting to the same IP as the control port to get around NAT related problems. The log pane will show you what is happening with the connection.
It also includes an iSeries data transfer feature that generates FDF files and stores the file in CSV or automatically launches Excel with the downloaded data loaded.
It also supports SSL/TLS and SSH.
