The FTP server is going to respond to the PASV command with the IP Address and port number it wants the client to connect to. It probably will not be port 20. It will be some random port with a high number. The log in Filezilla will show you how the IP Address and port number the server responded with. Some FTP servers allow you to restrict the data ports to single port are range of ports. The Z/OS FTP server does, I am not sure about the i FTP server.
