Can't answer for him, but every system I've seen that allowed "generic"
costs has been useless. None of us are the type of companies that say
"We change $x. You don't want to pay $x for design? Sorry, we won't do
design" It's a flexible world, and we need the ability to vary our rates
by client, and even by project and date w/in a client.
