I use a program that sets the system values and a whole bunch of other stuff
automatically. The last step in the program is to reboot the box.

"upgrade",

they carry their setting with them on the upgrade, which includes QCTL as
the controlling subsystem.

You aren't likely to see somebody start with a basic install as it comes
out of the box.
