Don't know if this can help, but I had a similar problem
some years ago with a 720 running V4R5: No ODBC, No CA
transfer. I don't remember the STRSQL behavior, though.

Our problem was that an operator canceled a RCLSTG
operation, and the DB cross reference tables were throw out
of sync. We had to remade them again, using a somewhat
convoluted RCLSTG procedure. IIRC RCLSTG *DBXREF wasn't
available them.
