Dunno what their more recent development tools are like, but back in the days when WinDoze was just a DOS add-on that didn't sell very well, and was made available to developers in "runtime" versions (presumably as a way of getting them to write to its GUI APIs instead of OS/2, GEM, or GEOS), their QB 4.5 and QBX 7 were pretty decent compilers for pure DOS environments. And their Macintosh BASIC was much nicer than any Mac development tools that Apple was offering.

Of course, "runtime" versions of WinDoze weren't the only rug Bill Gates pulled out from under developers.
