I agree with PaulMmn

and if this number is unique:
"and a 5 digit employee number"
I would just use that one to eleminate the need of a x-ref.

FWIW - unique is an easy thing to do but assuming employee number is
not unique, a 2 digit key from 01 99 would x-ref to:
2 digit company number, a 3 digit division number

xrefkey compno divno
99 99 999
Assuming <= 99 combinations.
