Logical Partitioning Environment Not Supported
Sys Virtual
Partition Manager is not supported and this service function cannot be
started. The system is in a state that does not allow this operating
system to partition the server. Refer to the Virtual Partition Manager
documentation for more information.

We're on V5R3, but can you:

STRSST > Work with system partitions > Work with Partition Status

That should show the IPL Source for each Partition.

How do I tell if I am on the A side or the B side if I cannot do a
DSPPTF?

Believe it or not I am on a conference call with 4 IBMers (ranging from
database to internals) and we can't figure it out.
