You can edit the authority on the commands themselves. For example, for the
command STRDFU, you could change the authority for *PUBLIC to *EXCLUDE and
then give authority back to various people via specific user profiles,
authorization lists, or group profiles.

This is a huge topic, and all the ramifications should be considered before
plunging ahead.

Yes, I know table restriction would be best and we're working toward that
but in the interim restricting users from using DFU and other commands would
be a good stop-gap.
