This seems to be the norm in the industry. None of our other vendors charged us for license transfer... they just sent us instructions and a new key. Only Inovis is charging us, and their rates are more than the original software, and more than the cost of a new box!

The only exception that I can think of would be if the software is tier
priced and you are moving from one tier up into another tier.

I'm moving to a 520, 600 CPW. It's the slowest machine that IBM makes today. If moving to that is "upgrading to a higher tier", then what path do I have? My 270 is worn out. It needs to be replaced. Yet, apparently there's no machine that I can buy that isn't a "major tier upgrade" from Inovis' point of view, and therefore involves a major software investment.
