As a software vendor, I have to say that I agree with these comments
wholeheartedly. Our practice is that if the customer is current on our
annual software maintenance charges, then license transfers are no
charge. I've been bitten by this recently from a software vendor that we
rely on for a code generator, and it left me with a decidedly bad taste.

The only exception that I can think of would be if the software is tier
priced and you are moving from one tier up into another tier. In that
case, I think it is reasonable for you to pay the difference between the
two license fees for the tiers.
