We have our own save of application data and program libraries, which runs nightly to tape. In our case, once the warehouse shuts down (about 1600), we're free to do our (I.T.) things. In a 24x7 or even a 16x5 environment, this may not be possible. I do have a scheduled job that backups up these same libraries to save files around 0130; those could be backed up to tape without using a Save While Active.


As regards the SAVSYS, I only do them before and after applying Cume's and/or Group PTF's. I have never seen any reason to do them more frequently.
