To reiterate what you've been told by Tom and others:

SAVLICPGM itself did not change the user profile.

However, when the BRMS product was built an exit program was specified
(Q1ACPINST) that will run whenever the product is saved, restored,
checked, or deleted. It is quite possible that this program, or a
program it calls, changed the user profile. The only way to know for
certain is to ask the BRMS developers. Hopefully this information will
help you frame the correct question for IBM support.

I suppose you could save the product again with TRCJOB, or similar,
active and see if the trace output invokes the QSYUP program or
possibly the QSYCHGPW API.
