This sounds to me like someone used SST or DST and removed the Start
Service Tools privilege from the QSECOFR service tools user ID. You should
be able to fix this by signing on to DST and then granting the Start
Service Tools privilege to any service tools user ID that should be allowed
to use STRSST. Check the information center for ways to sign on to DST with
a service tools user ID without doing an IPL.
After signing on to SST or DST use the "8. Work with service tools user IDs
and Devices" menu option and then the "1. Service tools user IDs" menu
option. Then take option "7=Change privileges" for QSECOFR.
