The owner of the trigger program also owns the library of the files and
has *All object authority to the library and every object in it. Any
other ideas?

We have covered all the simple stuff. I do not think we are going to solve
this problem until we know exactly what object the trigger program is not
authorized to. This may be a good place to use the security audit journal
with *AUTFAIL and *SECURITY added to the QAUDLVL. The AF audit records will
help you determine the exact object the trigger program is not authorized
to. The AP audit record will let you know where adopted authority is being
used.

The job log would also help you determine the error message being generated
at the time of the failure and what the trigger program was doing at that
time.
