IIRC you need to go into DST and assign the service tools functions to
the IDs that need to use SST.

I have just upgraded to a new 520 running V5R3M5. When I try to start
system service tools, I'm getting CPFB309 which reads "Service tools
user ID does not have the necess ary functional privileges to sign on to
SST.". I am running this from QSECOFR which does have all special
authorities. I've tried it from the console and from a display session
with the same results.

What am I missing to enable this to run for QSECOFR?
