Most modern cell phones have a GPS locator onboard. This was required by the FCC in order for the cell phone companies to put E-911 in place. Circuit Cellar magazine had an article a few years ago about a package someone developed to do this. They interfaced a GPS to a cellphone, and it would call home anytime it noticed it's location had changed.
