I believe the difference is that the 5722-999 PTF's are available if you are on 
a hardware contract, the rest require a software contract.  Had a customer 
years ago went with 3rd party hardware maintenance and IBM told them they had 
to get the LIC PTF's from the 3rd party, but they could still download the 
5722-SS1's etc. with the software agreement.  Of course, that was about 8 years 
ago (so 5716-SS1 of 5763-SS1 or whatever instead of 5722-SS1, but you get the 
idea).

I don't think that is strickly correct. PTF's are available
if you are on a hardware contract. After all, OS/400 is part
of the machine.

The "method" of getting the PTF's is different.

When you can't use Fix Centeral, you can use the old fax method
and that works just fine.(for you web heads..yes a fax machine)

You can also use the ECS method with hardware support.

This is the scenario that I went through, anyway.  I had to call Support 
to see why Fix Central wasn't working.  Boy, was I embarrassed when the 
nice lady told me "You're not on software support for that serial number."

No need for it but YES the PTF ordering is a pain.  Check out the latest
TCP group level 9 that came out on the 30th, all changes are for M5.  We
order all the latest groups once a month before we do our Monthly
complete system backup / IPL to apply.  Thank you IBM, can I have
another?

Boot D-side on to an M5 I_BASE_01 disc and install it.  As Al alluded
to, slipping the SLIC.  I wouldn't think it to be necessary unless
there's some feature you require.  The PTF ordering screen does get
annoying though, doesn't it?
