My understanding is that the Time Zone (QTIMZON) system value 
(rather than QUTCOFFSET) controls time processing after V5R2.


You're correct, the QTIMZON controls the QUTCOFFSET value to adjust the 
timing of the change from standard time to daylight time. QUCTOFFSET can't 
be changed directly on V5R3.
