File QTAPE may have been previously changed to specify the tape drive. The file would have been replaced by the new release, causing the error.

1. on the CPYTOTAP command itself
*OR*
2. through an OVRTAPF prior to the CPYTOTAP
*OR*
3. by changing the QTAPE device file to have a specific tape drive assigned
