You might check WRKCFGSTS on these devices. There are more states than VARY ON and VARY OFF.VARY ON PENDING is when the device is powered off, or PC is there but it has not launched CLIENT ACCESS application.
There are also states associated with communication problems, where the 400 can't get to the device, and we need to vary off the controller or the line that the devices use, then vary that back on again.

If I use QSYSMSG or QHST, I would have to process it regularly and create a database file of devices. Then every time we vary a device back on for a user, I would need to delete it from that file. That sounds like a lot of work. Somehow the system knows the difference, since I cannot get a signon display for a device that was varied off due to invalid signon attempts.
