I have MANY customers running at 100CPW or close. Their applications are feature RICH, and they need only a little more CPW - just a server modernization for new features. To suggest they should depart the platform is ludicrous. With a server that will run their original AS/400 applications, and can also get them to the web without having to add servers, etc, they will be able to run their SMB business for years to come.
Lets say I want a PC (or thin client) to run terminal emulation and web browsing. I can do this with Linux, and some open source apps. But there is simply no way to purchase new hardware that is not ridiculously over-powered for the task.
I can make a case that client PCs need as much CPU as they can get for flicker free drawing of controls on forms, running modern framework code that is just in time compiled as it is run, loading more layers to the system software to meet security requirements, running Java code written with a 3Ghz PC in mind ( think WDSc ). But the i5 is a server. VB client application code that runs great with a modern PC server will be a dog when served by a geared down i5. -Steve
