Thanks Pat.There is only one twinax device on the entire system and the console is it. No matter what I change the terminal to, both port-wise and address-wise, the the terminal won't come online. The only reason I didn't think the 170's hardware was at fault was because I didn't see any errors listed anywhere. And, I have tried two other 3476 terminals, changing ports and addresses, (and cables) and still no joy.
I did shutdown the 170 last night and I unplugged it for about 30 minutes. It didn't help.
I read up on some hardware diagnostics this morning and I think I'll try them tonight

Are all other ports "reporting in" with attached devices ??? Have you attached the terminal and did a "cold start" IPL. This will often times correct small problems that might not be apparent during normal operations. You could have lost port 0 a while back and never noticed it if there are NO other devices attached to the port that would have failed.
