If so, what have you changed - I would only expect the STRTCP command to be run from the command line after you've made a change to the existing configuration or added a new network interface. Have you checked your joblog or the QSYSOPR message queue? I would guess there's nothing in them as the status shows as "starting" and therefore, by definition, hasn't errored out yet.
