Did TCP/IP start okay before?  If so, what have you changed - I would only
expect the STRTCP command to be run from the command line after you've made
a change to the existing configuration or added a new network interface.

Have you checked your joblog or the QSYSOPR message queue?  I would guess
there's nothing in them as the status shows as "starting" and therefore, by
definition, hasn't errored out yet.

Can you post the interface, line, controller and device definitions as they
might provide further clues.
