No joblogs or problems reporting?  Did you check messages in QSYSOPR?
WRKPRB, look in all the output queues for any job logs that might indicate
the error?

Open an iSeries Navigator session and take a look at all the TCP/IP
Interfaces and see what their status is.  Maybe it's only one service, like
FTP or something, that's not completing the start up. 

This sounds familiar to me but so far I cannot recall what this is. It'll
come to me eventually.

You're trying to start it, how?  iSeries Navigator or from a command line?  
Please provide more details about what you are doing and what you are seeing
where.

The as400's TCP/IP is stuck with message "Starting...".

I am stumped. I've checked the swtich, cable, and whatnot.
