This message is sent when the command is defined with ALLOW omitting the values *EXEC, *INTERACT or *BATCH. You cannot specify ALLOW(*EXEC | *INTERACT | *BATCH) on commands that have return values defined. SNDPGMMSG has the MSGKEY value defined as a return value thus it will not run via QCMDEXC (or variations such as SYSCMD, system(), etc.).
You'll have to use a CL program (with optional command front-end) to invoke SNDPGMMSG for you or you could try calling the QMHSNDPM API but that's a bit messy to type on a command line.
