I ordered C5298530 on 12/01 and it arrived yesterday.  I had already
downloaded SI17595, MF36564 and MF36693.  SI17595 was temp applied and
the MF's were set to apply on IPL.  Since this is the test system I
decided to try to install the Hipers (66) and DB (7) groups at this time
as well.
 
Near the end of the Hiper and DB PTF load I received this message:

                    Confirm IPL for Special Handling PTFs

There is at least one special handling PTF that requires an IPL to be 
applied.  A special handling PTF exists for a PTF group indicating the
PTF must be applied before the remaining PTFs in the PTF group are 
applied.  After the IPL, enter GO PTF and select option 8 again to apply

the remaining PTFs.
 
Press F10 to confirm your choice to end all jobs on the system 
immediately and automatically IPL the system.
Press F12 to cancel the installation.

I pressed F12 and did a normal IPL.  After the IPL MF36564 and MF36693
were temp applied, but none of the other PTFs were applied.
 
WRKPTFGRP shows:

SF99529                  66  Not installed  (was level 60) 
SF99503                   7  Installed  (was level 6)     
 
When I did GO PTF option 8 now I got this message:

The previous PTF install was incomplete.  All PTFs were loaded from the 
specified device, but the PTFs were not applied.  There was at least one
special handling PTF that required a normal mode IPL to be applied.  A  
special handling PTF exists for a PTF group indicating the PTF must be  
applied before the remaining PTFs in the PTF group are applied.         
 

Do one of the following to continue the install:                        
o  Press Enter to continue the previous PTF install without loading    
    additional PTFs from an install device.                             
o  Press F6 to load additional PTFs from the install device, and then  
    apply all loaded PTFs.                                              
 

Press F12 to cancel the installation.

Enter set all of these PTFs to apply, I then loaded C5298530 and IPLed.
 
After IPLing all groups show applied.
