I believe the only "native" solution would be POP3 and POP3 makes a miserable enterprise mail system. Also, you mention that this is for an insurance broker, do they have any retention requirements -- POP3 and retention requirements don't mix. You could run Domino -- and I know many that do -- but it's not a favourite of mine. It should come as no shock that I like Exchange.
