good ideas Vengoal.  my suggestion is IBM fix the bugs in qinter that
prevent it from being threadsafe. Once that is done, Java could be
used for interactive programming.  Also, there should be a .NET like
infrastructure to the system.  All the APIs replaced with Java managed
code statics and classes. Just like the .NET framework.

once they retire the people currently in charge.  The junior people
working on .NET are probably looking for a challenge. Hire some of
them.
