It did the last time I looked at it with Lynx, which admittedly was a few years ago. Not everything came up particularly well, and of course there were no backgrounds or images, but it did degrade gracefully, rather than falling apart completely. In fact, I think the submit-less form-based joke page even worked in a Lynx test.

As to the colors, well, if either my screen or my eyes had trouble with certain colors, I'd simply set the browser to ignore page color settings and background images. (As it turns out, I'm just nearsighted, with a bit of astigmatism).

More to the point, the whole purpose of the Web was to provide an easy-to-use, application-neutral, OS-neutral, hardware-neutral system for sharing information. Writing to a specific browser, and not taking the time to design pages to degrade gracefully, defeats the whole purpose.
