In the land of LPAR it happens all the time. It is possible and practiced quite often. All you need is a bus with a CD or tape capable of mapping to the partition if you ever need to do a D-side IPL. And with virtual optical for OS upgrades, you don't really even need it ever again once you have the OS installed for the first time.
