I don't believe the 250 came with ANY tapes or cdroms other than test media. The 250 was a "special" machine in that it was only marketed by BP's as a shrink wrap solution. It came preloaded and you pretty much got what you are seeing. It was the users little red wagon to create tapes.
That box started with V4R5, so any set of CDROMS with that OS should be able to IPL up on D. You could reload from any set of V4R5 and get IBM to give you passwords.
Did you download the manual with all the hardware paths ???
