James, I agree with all but one of your points: "Ideally, it should be possible for a voter to cast a ballot in the early morning, return to the polling place in the evening, and (ideally, without revealing his or her original choices) revise his or her ballot." I see this as a problem, simply because it opens another avenue of fraud. I would also add that a picture ID should be required to vote.
