They won't care unless you get the customer's IBM marketing rep involved. 
After dealing with Haitian, Jamaican, Hispanic, Indian, and Pakistani 
accents, with some Texan and Georgian thrown in for good measure, I had 
the rep conference in with me one more time. He listened to the same BS I 
had been listening to for 7 weeks. He finally broke into the conversation, 
identified himself, and demanded to speak to a duty manager immediately. 
The duty manager was read the riot act, particularly about the language 
problem, and was instructed to get the issue fixed within the hour, or 
there would be hell to pay. 27 minutes later, I got an email with the 
proper keys. Amazing.

Corrrection: I feel sorry for the entitlement group should they get 
between me and my customer getting the keys and maintenance for which 
they have paid a tidy sum.   IBM Shipped the machine from Ireland, IBM 
will provide keys and maintancne, quite simple the way I see it.......
