It is not only possible, but many options are supported by IBM, since at one
time, AS/400s were the target for "downsizing" of mainframe DOS/VSE shops.

Look at the commands CPYFRMTAP and CPYTOTAP for starters.

See also the many options on the OVRTAPF command, that lets you control
things like the OS (mainframe) "standard labels" etc. (the LABEL parameter).

You can also use the OVRTAPF and then write to the "tape file" directly,
from a program (RPG, COBOL, etc.) or even use another "copy" command.
