Normally, QSYSOPR has authority to PWRDWNSYS.

There's no requirement for it to be run from the controlling subsystem.

I'd say many companies would bring the system to a restricted state before
doing the PWRDWNSYS, thus most do end up doing it from the controlling
subsystem via the console.
