RE: The command PWRDWNSYS

On my V5R2 test system, help notes on PWRDWNSYS say you only need *JOBCTL
special authority.

It looks like the default authority is given to QSYS, QSRV, and QSYSOPR.
Public has *EXCLUDE authority.

I don't have *ALLOBJ, and I run PWRDWNSYS all the time.  I haven't changed
the authority on the command.
