RE: The command PWRDWNSYS

*JOBCTL special authority plus *USE authority to the PWRDWNSYS command
is sufficient to initiate a PWRDWNSYS.  The command is not restricted to
use only at the system console - though I know many a programmer who
thought it was and sadly learned otherwise :)

P.S. (How many users on your system have this ability?  In more modern
installations the PWRDWNSYS is secured from the factory... but way too
many legacy users have *JOBCTL)
