I was able to see the same thing when I ran

SBMJOB CMD(RUNQRY QRY(VERN/TEST) PRTDEV(*PRINT))

The default for PRTDEV is *RUNOPT - is it possible the command default has been changed?

Or are you talking about running in batch from WRKQRY? That always used the printer defined in the QRYDFN. On a V5R3 machine.
