Here's a solution I came up with :

In Client/Access I remapped the arrow keys to F7/F8

The program interprets F7/F8 as an instruction to scroll up/down one line.

(As long as the user is not using the arrow keys normally in the application
it's pretty neat!)

Could also map the plus and minus keys - or whatever else is convenient for
your users.
