What's wrong with requiring an IBM Certification (test) ? Sure they're not
the same as experience, but then I have known a programmer with ten years
experience; he hopped from job to job, each employer only to glad to give
him a good reference - just to get rid of the useless nerk.
The practice used to be giving a new employee a three-month trial, if they
were no good, or they didn't like the company, the trial period ended in a
no-recrimination termination.

People will be dishonest about certificates and experience - because they
need the job for the money.  An independent test from a reputable source
should be a reasonably reliable indicator - but no more.

A few years ago (and a few companies ago), someone come in with what they
claimed was three years experience.  It turned out that they had just
graduated from "night collage" and the "college" owner and his wife posed as
this person's references from previous companies.  This person couldn't
manage to do a change to a report program which was using an external print
file.  

That's why I like the idea of a tech test - if management like the person
and said person is a "Klutz", I like some sort of backup to say why that
person shouldn't be hired.....

We had a guy who interviewed well, and I was never privy to 
the "head" test results of him or the iq test results.  However he 
couldn't write a program more tricky that what Query/400 could do.
