LPAR can save you money when it comes to IBM SW charges like SW Sub/Maint etc. Vendor SW well who knows, it depends

LPAR is tricky when it comes to HW. LPAR allocates HW at the IOP. I requires a dedicated Console, disk and any other HW needed FULL time buy a partition. You can get away with sharing tape/cd etc depending how/when you need it. All in all look at the Total cost over say a 3yr period.

You can LPAR a 720 "IF" it has multiple processors only and I think you must allocate whole processors on 720s vs fractional on the newer HW.

Talk to your BP or IBM and have them build an LPAR CFG...
