Rick, have you tried OPTALLAP(*YES) on the OPNQRYF command? This will "Force the query optimizer to ignore the internal timeout value and consider all the available access paths over all the files in the query. Note that if there are a large number of access paths over the files it may take a long time to optimize the query."
