Fellow geeks: Yes, the USPS does offer zip code databases on CD-ROM. I wouldn't exactly call them cheap, and they don't include any address-matching software whatsoever, but they are available. The "CITY-STATE" database is a master cross-reference on the base 5-digit zip codes, and the ZIP+4 product includes additional files, one for each century of zip codes in actual use, cross-referencing street addresses to Zip+4 codes. Writing address-matching software on your own is daunting, but if all you need is to be able to derive a city-state combination from a 5-digit, then that product by itself might be your cheapest route. And yes, WorksRight does have an excellent product. It comes with both interactive and API programs. The full Zip+4 product is not exactly cheap, but you do get your money's worth, considering how hard it would be to home-brew an equivalent. Additionally, the USPS web site includes a zip code look-up page, and there are a number of vendors that offer zip code look-up web services. -- James H. H.
